01 / Challenge
The Challenge
The programme's application process was entirely paper-based.
Applicants had to physically visit offices, fill out paper forms by hand, and submit supporting documents in person. Staff then manually entered data from paper forms into spreadsheets, tracked eligibility manually, and managed disbursements through a separate manual process.
The paper backlog was significant — applications sat in queues waiting to be processed. Manual data entry produced errors that created eligibility disputes. Follow-up with applicants required phone calls.
There was no audit trail connecting an application to its disbursement, creating accountability gaps that were difficult to address when oversight bodies conducted reviews.
02 / Solution
Our Solution
We built a field-deployable digital intake system designed to run on tablets — including on the low-connectivity connections typical of rural and community locations across the Caribbean.
Applicants complete structured digital forms directly on the tablet, with built-in validation that prevents incomplete submissions at the point of intake. Supporting documents are photographed and attached digitally during the application session.
The backend tracks every application through a defined eligibility review workflow, with status visible to administrators at all times. Disbursement records are linked directly to approved applications — every payment is traceable to the application that authorised it.
The system generates the compliance and audit reporting that oversight requirements demand, automatically from the underlying structured data.
03 / Results
The Results
The paper application backlog was eliminated entirely. Data entry errors dropped to near zero as information is captured digitally and validated at the point of intake — not transcribed hours later from a paper form.
Administrators have real-time visibility across all applications and their current status in the workflow. Disbursements are fully traceable — every payment linked to an approved application with a complete audit trail that satisfies oversight requirements. Staff time previously spent on manual data entry was redirected to applicant support and programme delivery.
The tablet-deployable system extended the programme's reach to community locations that previously required applicants to travel to a central office. As institutional software built for a Caribbean community development programme, this system demonstrates how locally owned technology eliminates the paper backlog and brings government services to the communities that need them.
